Microsoft has announced an update that simplifies and enhances Microsoft 365 Copilot licensing. The update will deliver more value to customers and expand what’s possible with Copilot Studio and role-based Copilot solutions. Keep reading to find out more about this announcement.

Copilot Studio included with Microsoft 365 Copilot

Starting September 1, Microsoft began rolling out enhancements that extend Copilot Studio capabilities directly to all Microsoft 365 Copilot users. This means employees with Microsoft 365 Copilot licenses can now build, customise, and deploy their own AI agents using Copilot Studio at no additional cost.

Previously, access to these tools required additional licensing or credits. Now, all Copilot Studio features including agent flows, AI tools, and deep reasoning, are included when the agent runs using the licensed user’s Microsoft 365 identity.

This change empowers users to build intelligent, personalised AI agents for employee-facing (B2E) scenarios that streamline workflows, automate repetitive tasks, and boost productivity across teams.

Simplified Copilot Studio usage and payment

Usage of Copilot Studio agents is now included within the Microsoft 365 Copilot User Subscription License (USL), as long as the user invoking the agent is licensed. For non-licensed users or external (B2C) use cases, customers can continue to pay using Copilot Credits (formerly known as “messages”). 

In addition, Microsoft is introducing two simplified experiences within Copilot Studio: 

  • Lite: Embedded in Microsoft 365 Copilot for information workers (formerly “Agent Builder”) 
  • Full: For makers and developers creating more complex, standalone agents 

Both experiences are part of the same Copilot Studio ecosystem, designed to meet different user needs. 

Role-based Copilot functionality now included

Starting October 10, 2025, Microsoft 365 Copilot includes built-in role-based Copilot functionality for Sales, Service, and Finance, at no extra cost. The previous $20 (or UK equivalent) step-up SKUs will be retired, making licensing simpler and more cost-effective. 

These role-based solutions connect directly with CRM and ERP systems to surface actionable insights within familiar Microsoft 365 apps such as Outlook, Teams, and Excel. 

  • Sales teams can access opportunity details, get insights, and prepare for customer meetings with ease. 
  • Service teams can bring CRM data from Dynamics 365 or Salesforce directly into Outlook or Teams to deliver more personalised experiences.
  • Finance professionals can pull ERP-connected data into Excel and Outlook to manage accounts, automate data preparation, and streamline reviews.
